Primary Medical Services Out-of-Hours

About the Reports

The Primary Medical Services (Scotland) Act 2004 placed a duty on NHS Boards, from 1st April 2004, to provide primary medical services for their populations. The Health Board Direct Provision of Primary Medical Services (Scotland) Directions 2004 stated that NHS Quality Improvement Scotland (NHS QIS) standards for primary medical services out-of-hours must be met by all providers of out-of-hours services.

An Out-of-Hours Project Group was established in January 2004 under the chairmanship of The Very Reverend Graham Forbes CBE, former NHS QIS Board member. Standards for the Provision of Safe and Effective Primary Medical Services Out-of-Hours were developed by this Group and published in August 2004 following consultation.

Peer review visits to all NHS Board areas in Scotland began in September 2005, ending in April 2006, to assess performance against the standards. A local report on each NHS Board, including a detailed assessment of their performance against each standard, is published following each visit, and those published to date are available below.
